The program

What Is the IFHP?

The Interim Federal Health Program (IFHP) provides temporary health coverage, including mental health counselling, to people who are:

  • Refugees and refugee claimants
  • Protected persons
  • Victims of human trafficking
  • Other eligible newcomers to Canada

If you qualify for IFHP, your psychotherapy services are covered under the program according to IFHP guidelines.

Important Update: IFHP Co-Payments (Effective May 1, 2026)

Starting May 1, 2026, IFHP will introduce small co-payments for certain services, including mental health counselling:

  • IFHP will cover 70% of the cost for therapy sessions.
  • Clients will pay the remaining costs.
  • You’ll always know the exact co-pay amount before your session.

How to Access IFHP-Covered Therapy

Check Your Eligibility

You can confirm your IFHP coverage by checking your IFHP certificate, calling the IFHP division of Medavie Blue Cross, or speaking with your settlement worker or healthcare provider.

Contact Us

We’ll guide you through the process, help with any documentation needed, and match you with a therapist who fits your language, background, and therapeutic needs.

Obtain A Referral From Your Doctor

You’ll need a referral for psychotherapy or counselling therapy from your family doctor or general practitioner to begin. We can provide you with a referral form, or you can simply ask your doctor to write a referral that includes: 1) a diagnosis (your main concerns), and 2) a prescription for psychotherapy or counselling therapy.

Book Your First Session

Once your eligibility is confirmed and we’ve received your referral, we’ll handle all billing directly through IFHP. You can then focus on getting the support you need — IFHP will cover 70% of the cost, and we’ll let you know in advance what remaining amount will be charged to you.

Direct Billing via IFHP (BlueCross)

We bill directly through the IFHP. If you’re covered, IFHP will pay the majority of your session costs. Starting May 1, 2026, clients will be responsible for a small co-payment for therapy sessions, which we will let you know about before your appointment.
